Xfer Records Serum ~ Flanger

The Flanger effect essentially outputs what sounds like a sweeping comb filter or a swirling effect being applied to your sound. This happens by mixing the original signal with slightly delayed versions of itself, which is usually under 5 ms or so.

This effect is useful for adding slight movement to sounds. It's also capable of adding a bit of stereo width to your sounds.
